HUMAN RESOURCES DIRECTOR

Reports to: Regional Library Director

JOB DESCRIPTION:

The Human Resource Director is responsible for the overall administration, coordination and evaluation of the human resources functions of LARL.  This position manages the day-to-day activities of all duties involving personnel policies and procedures including recruiting, hiring, exit interviews, enrollment in benefits, grievances, analyzing compensation systems and job classification systems, safety, compliance with Federal laws and regulations, ensuring that Supervisors and management are trained and fully aware of all necessary personnel matters, etc.  The Human Resources Director coordinates with Supervisors who are the first line assistance to employees and serves as a resource for their questions and concerns.  Other duties include monitoring System compliance with personnel issues in order to ensure consistency, coordinating LARL’s volunteer program, and serving as a Personnel Committee Liaison in all personnel matters.

  • Knowledge of individual branch/LINK Site and Regional Office programs and their needs, how they are different, etc. Implementation of human resource activities that meet those specific needs.

  • Demonstrates flexible and efficient time management and ability to prioritize workload.
  • Adheres to LARL Policies and Procedures.

ESSENTIAL FUNCTIONS:

  • Directs, motivates and provides the leadership for Human Resources to support the organizational objectives and goals.
  • Develops, directs, implements and coordinates proactive administration of HR policies and programs.
  • Manages the day-to-day activities with all areas affecting personnel policies.  This includes compliance, enrollment in benefits and enforcement of all Personnel Policies.
  • Interprets the Collective Bargaining Agreement and its application to employees covered by the agreement.
  • Participates in union contract negotiations and proposes new and/or modified contact language when the contract is up for renewal.
  • Responsible for ensuring that LARL adheres to all federal and state employment laws, regulations and guidelines in the administration of library programs and employment practices.
  • Ensures that policies and procedures are up-to-date, reviewed as necessary by the LARL Director and Board, and that any changes/updates are communicated promptly to management and employees.
  • Develops and manages the operational plan of the Human Resources Department.
  • Develops and maintains competitive compensation and benefit programs.
  • Consults and provides resources to assist Supervisors in implementing, following and enforcing all Personnel Policies adopted by the LARL Board.
  • Approves all status change forms and encourages, through written memo and examples, completeness, timeliness and consistency in reporting as it relates to staff benefits and compensation.
  • Coordinates with Supervisors to ensure that all employment postings, screening of applicants, reference s checks and EEOC requirements are consistent and coordinated through the Human Resources Director.  This position will be responsible for all recruitment activities to include posting all job openings and assisting Supervisors, as requested, in interviewing job applicants.
  • Responsible for ensuring job descriptions are in accordance with the Americans with Disabilities Act and that any accommodations are coordinated through the Human Resources Department.
  • Administers classification programs, which include classifying and reclassifying positions.
  • Maintains all Personnel files and monitors and informs Supervisors of annual performance reviews, completion deadlines and encourages consistency in all performance management systems. Participates in performance reviews as requested by all or any LARL staff.
  • Performs benefit administration to include claims resolution, change reporting and communicating benefit information to employees.
  • Handles new and current employee orientation, paperwork processing, employee relations counseling, lay-offs and other employee grievances.
  • Stays current with new models for delivering staff training. Working in conjunction with Hub and Regional Office Supervisors, coordinates over-all staff and volunteer training, including a training plan, documentation and consistency of training across the region.
  • Meets with Supervisors and provides expertise in reviewing personnel problems, seeking solutions and determining resolutions prior to serious problems arising.
  • Monitors and ensures that all exit interviews are completed and ensures that close out documents are obtained by superv is ors.
  • Prepares government reports related to EEO compliance, OSHA and other HR mandates. 
  • Manages questions and concerns addressed to the Finance Department on benefits, which are best addressed by Supervisors or the Human Resources Department.
  • Maintains knowledge of industry and human resources trends and changes in employment legislation to ensure LARL compliance.
  • Consults with legal counsel as directed by the Regional Library Director on personnel matters.
  • Recommends, evaluates and participates in Staff Development for LARL. Plans and carries out an annual All Staff Day.
  • Monitors workers’ compensation claims and coordinates return to work between employee and insurance carrier. Monitors trends in claims to determine if safety measures and/or training need to be implemented.
  • Coordinates communication between staff, management and the Board of Directors on all areas concerning Human Resources.
  • Assists the Regional Library Director with other Regional Projects as requested.

 QUALIFICATIONS:

         EXPERIENCE, EDUCATION, LICENSURE

  • Bachelor’s Degree in Human Resources or Business Administration.
  • A minimum of 2-4 years related experience, background in Human Resources administration required, and a history of progressive management responsibilities.
  • Previous experience working in a Union environment.
  • Current PHR/SPHR certification desirable.

         KNOWLEDGE AND SKILLS

  • Ability to communicate in writing and orally.
  • Ability to implement policies and procedures with all staff and supervisors.
  • General knowledge of the principles and practices of personnel administration and personnel management systems.
  • Knowledge of the organizations and operations of non-profit administrative programs.
  • Ability to develop long-term plans and programs and to evaluate work accomplishments.
  • Ability to establish and maintain effective relationships with other management staff, employees and the general public.
  • A bility to present facts and recommendations effectively in oral and written form.
  • Good negotiation skills.
  • Understanding of emotional intelligence.
  • Strong PC skills.

WORKING CONDITIONS:

Full-time, salaried, exempt position with an excellent benefits package including: BC/BS single health insurance policy (paid in full), $20,000 life insurance policy, flexible spending plan, membership in the Public Employees Retirement Association (PERA), EAP benefit, optional Deferred Compensation plan, optional dental and vision plan, 22 days paid vacation, 11.5 paid holidays, and 12 sick days per year.
